The brilliance of a diamond depends heavily on its cut.  Most loose diamonds contain some inner flaws (or inclusions) which occur naturally during the formation process. The visibility, number and size of these inclusions determine the clarity of a diamond. The clearer the diamond the more brilliance it creates and the cost rises accordingly.  

Colourless loose diamonds are the most desirable since they sparkle the most allowing the greatest refraction of light. Off white diamonds absorb light and inhibit brilliance. A carat is the unit of weight for diamonds, and because large diamonds are much rarer than small diamonds the price rises exponentially to their sizes.

Unless you have years of experience in the diamond industry, it is best to let the experts check out these specifications.  For example, without specialised knowledge you would not purchase an expensive second hand car without first having a mechanic check it over, or an antique without some sort of providence.
